Automatic Bank Draft (Auto-Pay)
Automatic Bank Draft allows your monthly electric bill amount to be automatically deducted from your bank account on your bills’ due date. This is a convenient method of paying and is available at no extra charge. Almost any bank in the nation can be used for this payment method. You will continue to receive a monthly bill statement which will show the date that your bank account will be drafted for the amount due. This service may be initiated by visiting the customer counter at the HES office, or by submitting your information to us online by clicking the link below.
Levelized Billing Program
The Levelized Billing program helps smooth out your monthly electric bills. Levelized billing prevents drastic changes in your bill due to major changes in the weather. The current month’s bill and the previous 12 months’ bills are used to calculate a levelized amount for your bill. After your first month’s levelized bill, if your account accrues a positive or negative account balance, this is also factored into calculating each month’s levelized billed amount. Because the levelized billed amount is recalculated each month based on a rolling 13 months of bills, there is no yearly reconciliation or need to “settle up” the account, unless you decide to cancel your participation in the program or you close your account.
To participate in the Levelized Billing program, you need to have lived at your address for at least 12 months and not paid late during those 12 months. To sign up for Levelized billing, you may visit the HES office at 1820 E. 9th street, or visit the Levelized Billing Program page.

One of the most convenient, reliable ways to pay your HES bill is to set your account up for automatic draft. On your bill’s due date, we will automatically draft your bill amount from your designated checking account. This insures that your bill is always paid on time, eliminating late charges.
To set your account up for automatic draft, complete the automatic draft form here. You must include an image of a voided check. Once we have set your account up for automatic draft, we will send a confirmation email to you.
If you would like more information regarding this service, please contact a customer service representative at (270) 887-4200.
If payment is not received by the due date on the bill, HES may discontinue service 15 days after providing disconnection notice to the customer informing the customer of the electric service disconnection and offering the customer the opportunity to discuss their bill with an HES customer service representative. In most cases, the HES customer service representative can answer any questions about the bill and resolve any disputes. If resolution cannot be achieved with the HES customer service representative, the dispute will be brought to the customer service manager for review, and the customer service manager will attempt to reach a resolution with the customers.
Special counseling is available to customers who are experiencing hardship or who have extenuating circumstances.
If you have followed the Bill Dispute process outlined above and are unsatisfied with the final decision, you may contact TVA, the regulator of HES.

The Kentucky Department of Revenue has implemented legislative changes affecting sales and excise tax administration on over 30 new services beginning January 1, 2023 (House Bill 8). Any provider of these newly taxable services must collect sales tax (6%) on that service and relinquish it to the state. According to the KY DOR, only a person’s *domicile, or primary residence, will be exempt from sales tax on all utilities including electricity. To make sure sales tax is not mistakenly applied to the electricity bill of your primary residence, each RESIDENTIAL account holder with multiple meters is requested to complete the KYDOR Declaration of Domicile for Purchase of Residential Utilities form and return to Hopkinsville Electric System before March 1, 2023.
What to Know:
*If you have one meter, you ARE NOT REQUIRED to provide us with a Declaration of Domicile for Purchase of Residential Utilities Form.
*If you have MULTIPLE meters in your name, please call our office to determine eligibility for exemption on those meters.
Landlords with multiple tenants at a single-metered property must complete the KYDOR Multi-Unit Declaration of Domicile Form and return to Hopkinsville Electric System before March 1, 2023.
*Commercial accounts are already charged Kentucky sales tax on electricity, so no form is needed as they are currently not tax exempt.
*Effective January 1, 2023, an exemption form will be part of the application process.
*The exemption from sales and use tax for residential electricity, natural gas, fuels, water, and sewer services found in KRS 139.470(7) is amended to specify that these purchases are only exempt if they are “purchased and declared by the resident as used in his or her place of domicile.” “Place of domicile” is further defined as “the place where an individual has his or her legal, true, fixed, and permanent home and principal establishment, and to which, whenever the individual is absent, the individual has the intention of returning.”
*Each utility’s procedures for the collection of tax exemption documentation are different. Please contact your utility provider for their specific policy/procedure regarding the new tax law.
Please contact Hopkinsville Electric System 270-887-4200 with any questions you may have. Thank you for your patience as we sorted through all the information provided at this time and made decisions best suited for Hopkinsville Electric System and our customers.
